Assessment of Hydrologic Alteration Software

ABSTRACT
The applicability of hydrologic analysis tools such as The Nature Conservancy’s Indicators of Hydrologic Alteration (IHA) and the United States Geological Survey’s Hydrologic Assessment Tool (HAT) was assessed for use in the Texas Instream Flow Program. The project included: (1) application and evaluation of the IHA and HAT tools; (2) characterization of the flow regimes at 24 gage sites in the six priority study basins (Lower Sabine, Middle Trinity, Middle and Lower Brazos, Lower Guadalupe, Lower San Antonio); and (3) comparison of temporal and spatial patterns in hydrology and hydroclimatology within and between the priority basins. The study has demonstrated that there are pronounced regional patterns in the seasonality of streamflow, with little seasonal variation in central Texas grading to a strongly seasonal variation in East Texas; the degree of variability is greater than spatial variation in precipitation alone can explain. Both IHA and HAT offer many useful functions that illuminate the nature of streamflow patterns through time at a stream gaging site. We conclude that a Texas-customized version of HAT is suitable and preferable to IHA for application in the Texas Instream Flow Program.
